What is your biggest issue in MSHA compliance?

Many small mines struggle with refresher classes and 40-hr initial. Others get caught up in the territorial dispute between ATF and MSHA. Still others struggle with ventilation and ground support compliance. My question is as stated. What is your biggest issue(s) with MSHA compliance.
 
I saw no one has replied here yet so I'll add my input. Consistency in recordkeeping has been my biggest compliance issue especially with tracking training hours across contract crews. Coordinating refresher dates while managing rotating teams creates gaps unless every supervisor is on top of it. Also had trouble with clear guidance when confined space protocols overlapped with both MSHA and OSHA interpretations. Are you mainly focused on surface or underground operations?
 
My background is primarily underground hardrock, and occasionally provide safety services as required.
 
Do you think the core problem is a lack of clear guidance from MSHA itself, or is it more about how small operations manage training, documentation, and keeping up with constantly shifting enforcement priorities?

Thanks for clarifying! Do you find MSHA enforcement varies much between inspectors or districts in your experience? We've had cases where one inspector flagged something that another passed without comment. Also, have you seen any recent changes in how MSHA handles contractor oversight underground? Some of our subs are getting more scrutiny than before.
 
For us, the biggest headache is keeping up with refresher training schedules and making sure all documentation is airtight. Even small lapses can trigger citations, so it feels like a constant balancing act between operations and compliance

similar with the comment above, for me, the biggest headache is definitely the paperwork and training.
It's not that we don't want to train our guys, but keeping up with the 40 hour initial and the annual refreshers, especially for a small crew, is a full time job.
The reporting, the forms, the record keeping, it all adds up to a mountain of administrative work that takes us away from our actual jobs

Do you use any software to help with scheduling and recordkeeping? Also curious how you handle overlapping MSHA/OSHA rules, do you follow the stricter one by default or check case by case?
 
I have not used any of the specialized software. I usually provide safety for smaller mines so there are fewer issues with record keeping and scheduling. At the sites I have worked, MSHA is the governing agency. I use industry practices as a guide so if the miners leave, they know what to expect at other operations.
 
Me too. The admin burden from training and compliance takes up so much more time than it really should especially when you have a small team. It's like a never-ending balancing act
